Can you ID rifle maker or bolt group maker by Eagle over 214 stamp?

My friend has a Norwegian repurpose K98k that was reserialized from the German 5590 than a small case letter to a five digit Norwegian number. All of the 5590parts are Eagle over 37 marked but the bolt group for the most part is 997 and Eagle over214 marked. Ive heard the Norwegians didn’t try to retain original bolts with original rifles.
The Norwegian’s force marked thebolt handle flat with the last three digit of their number after grinding off the German bolt number. I’ve heard that the Norwegians picked early war rifles for their quality when they repurposed the weapons. This rifle is a 1939 Sauer and Sohn. I’m assuming that with the Eagle over 214 on the bolt group pieces that it was made by whoever had Inspector Eagle over214! What company would that be??? Thanks.

Ok. Was Eagle/214 an inspector at Lubecker??
